Gabbard is relatively new in Congress, so right now she is mainly engaged in case work. She began her career state-level as a representative from 2002-2004, and she serves as a staff member of the Hawaii Army National Guard (2003-present), was a member of city council from 2010-2012, and is now a national representative. Gabbard offers help with federal agencies. In terms of effectiveness, she wouldn't rank very highly because as previously stated, she is new to Congress and isn't involved in much yet.
